These are called chiefdoms. These types of systems allow for a wider dispersion of power, and allow for them to still maintain such even when a large number of the members are wiped out due to war, famine, or other natural disasters or political upheavals. This allows for the clans to keep a stronger hold on the islands that they inhabit.
