I would say that the Articles of Confederation had to be reformed as a result of Shays's Rebellion whereby farmers in the eastern US were squeezed by Massachusets merchants who had been squeezed by British or European ex-creditors who now demanded hard currency and did not offer lines of credit anymore. So the farmers were forced to sell their land and farm assets to pay for onerous taxes and to find hard currency to pay for transactions so this led to a reform of the Articles of Confederation by George Washington.
