This means that:

Substitute with II in I:

∠NKL = 2 * ∠4 ............> III

We have:
∠NKL = 7q + 2
∠4 = 4q -5

Substitute with the givens in equation III and solve for q as follows:
∠NKL = 2 * ∠4
7q + 2 = 2(4q -5)
7q + 2 = 8q - 10
2 + 10 = 8q - 7q
